Congress has rarely acted. But gun laws have been changing.

For decades, the US Congress failed to make meaningful movement on gun reform in the aftermath of mass shootings. But that weak federal response has obscured another story: that state gun laws change after mass shootings all the time. And a study found that, in Republican-controlled state legislatures, a mass shooting roughly doubles the number of laws loosening gun restrictions in the next year.

In this video we look at Texas, where decades of mass shootings in the US have been met with laws that expand gun access. We spoke with Flo Rice, a survivor of the 2018 Santa Fe High School shooting, where a gunman killed 10 people. Flo was shot six times. She and her husband, Scot, became advocates for gun safety, and tried to get tighter gun laws passed in Texas. Watch the piece above to see what happened, and what their story reveals about who has power when it comes to gun policy in the US.

  • This is the third of four videos we're bringing you this week on how power works in the US. Tomorrow, we'll be looking at American infrastructure and the obstacles that keep the country from building big things.

    Check out all three videos so far here: https://www.youtube.com/playlist?list=PLJ8cMiYb3G5d6JhWSEt8ybDrwMEUfJJq0

  • Uhhh we have over 20,000 firearm legislative laws on the books if account for All Federal, State, an town etc- the Vast majority of those regulations have been passed in the last 50 years. So we have increased Firearm regulation Ten fold since like 1930-50… It appears Firearm laws don't work

    @audiojake8 January 12, 2024 11:49 am
  • Gun control is like preventing DUI by making it difficult for sober drivers to own a car.

    @1stsampan January 12, 2024 11:49 am
  • We need a bullet ban. Ban the sale of bullets, powder, primers and casings to most private citizens. Allow for certain use cases eg: agricultural professionals, security, off duty police and armorers. If WWIII breaks out people can still be armed and bullets can be made free to purchase.

  • weird how usa got solutions to everything except gun violence…never understood this, coming from europe

  • Gun rights are winning. As the government and police are demonstrating unwillingness or incompetance at defending people, even those normally averse to guns are educating themselves and taking steps to take responsibility for the safety of themselves and others. We're nearing half the population owning guns or living with someone who does. With a massive surge in first time gun buyers in the last few years by mostly liberal democrats, it's getting harder for anti-gun politicians to convince people to give up their rights.

  • The reason some states loosen gun laws following mass shootings reflects Maslow’s rule: if all you have is a hammer, every problem looks like a nail. When the only tool you have to resolve problems is a gun …

    @simonl4523 January 12, 2024 11:49 am
  • I would be PRO GUN if I WERE ALLOWED TO OWN ONE LIKE MY GOVERNMENTS SAYS ALL ITS CITIZENS CAN

    @Thegingerbreadm4n January 12, 2024 11:49 am
  • Because liberal ILLEGAL gun laws get challenged in court and those laws are determined to be ILLEGAL (NO duh) and so the ILLEGAL laws get struck down. Simple

    @nickchristopherson4478 January 12, 2024 11:49 am
  • Changing the laws about guns has been proven to be highly ineffective, the best approach to stopping mass shootings would be to look at the people committing them, instead of making endless gun control laws that will always do nothing to prevent school shooting!

    @clearisz January 12, 2024 11:49 am
  • If you're not in favor of the 2nd Amendment and the Constitution, you should strongly consider that you might be living in the wrong country.

    @pillingthemsoftly4738 January 12, 2024 11:49 am
  • as someone not from the US, it is shocking to hear about all these shootings and the prevelance of guns in the USA. now, i believe that the 2nd amendment shouldn't exist (at least not in its current form), rather, i believe the USA should have similar gun laws to the UK.

    – Licenses for all gun owners (extensive federal-mandated training to ensure that this person can safely operate the firearm, including theory and practical exams)
    – Interviews with police officers, and showing where the guns will be locked up securely, and if it is suitable. it must be seen and checked off as okay, a locked cabinet with a key hidden, and all ammo to be stored seperately in a seperate location in the home
    – psychological assesments and absolutely no history of mental health disorders
    – that the gun is being used in exceptional circumstances and only those (defending cattle for farmers, and also clay pidgen shooting is allowed within this)
    – yearly visits to ensure procedures put in place for the situation are being followed at all times
    -police officers should not carry firearms on the regular, rather a system where armed officers exist, but must go through extensive training to obtain their certificate allowing them to use the weapons (ARVs), and also trained in non-lethal weapons, lethal weapons only as an absolute LAST resort, this means that regular patrol officers don't have firearms, and therefore appear to be less confronting as a result

    this is all my opinion, tell me what you think! <3

    @TheDarkUnknown January 12, 2024 11:49 am
  • To make this balanced it would have been interesting to interview someone who stopped a shooter using his right to own a gun. And then show gun statistics related to whether citizens with guns have a significant effect on preventing shootings. Since that seems to be the big separation point between the two parties and I’m sure there is evidence showing if it’s a good idea or not to arm individuals.

    @broncokonco January 12, 2024 11:49 am
  • Problem: How can we stop people being killed by lunatics with guns?
    Option A: Introduce some gun controls
    Option B: Give more people more access to more guns!

    American logic…

    @AA-hg5fk January 12, 2024 11:49 am
  • guns are not the problem. its people

    @kash5493 January 12, 2024 11:49 am
  • More depopulation is what

    @aftermathinstrumentals6867 January 12, 2024 11:49 am
  • Money talks, common sense doesn't!

    @DiamondBarRancherGal January 12, 2024 11:49 am
  • Congress can pass laws on gun legislation, but they won't, because too many politicians ( mostly Republicans) have always and currently take bribes from the NRA!

    @DiamondBarRancherGal January 12, 2024 11:49 am
  • gun laws not gonna prevent people looking for gun, gave them big "responsibility" might do the work for example let permitless gun concealed carry but any incident with gun involved get life sentence and if its a crime then it is death penalty

    @breakhart January 12, 2024 11:49 am
  • Guns make the policy makers so much money. Why would they care if the kids or “their” people are at risk from it.

    @Dontthankyu January 12, 2024 11:49 am
  • What they dont tell you is that guns have saved more lives in the us then they have taken, the majority of firearm deaths are suicides, the majority of gun related murders are gang related….

    @achaean7615 January 12, 2024 11:49 am
  • We do not live in a Democracy, we live in a Republic. It doesn't matter what you want. 2nd amendment is LAW!

    @Cbr978 January 12, 2024 11:49 am
  • Because America doesn’t learn

    @iamem8226 January 12, 2024 11:49 am
  • I bet it’s all Russia’s fault.

    @KateVol January 12, 2024 11:49 am
  • The main thing with restricting gun laws people don’t realize is it mainly own puts hassle on law abiding citizens. If someone can’t legally buy a gun and still want one they will find a way. Straw purchases, stolen firearms, ghost guns…. Maybe quit sending billions halfway across the world and put into schools.
